On Monday, June 23, Citnalta and Scalamandre received Notice to Proceed for Amtrak’s Sunnyside Yard Design-Build Project, in a joint venture with Scalamandre, as Scalamandre-Citnalta Joint Venture (SCJV). The multi-disciplinary $769M project includes constructing new and renovating existing infrastructure and facilities within Amtrak’s Sunnyside Yard in Long Island City, Queens, to accommodate trainset activities for existing and new fleet equipment.

A new state-of-the-art Maintenance and Inspection (M&I) Facility will be constructed within the yard, equipped to service Amtrak’s newest trainsets. The facility will contain two full-length M&I tracks with inspection pits and four Service and Cleaning (S&C) bays, two of
which will also include full-length pit access. The facility will support a wide range of maintenance, servicing, and inspection activities for fully assembled trainsets, including the new Amtrak Airo trainsets that will operate along the Northeast Corridor and beyond.
Additional canopy-covered, high-level platform tracks will be constructed in the Ready Track area for ACELA trains.
In parallel with the core maintenance infrastructure, the joint venture will design and construct a new Crew Base Building complex. This complex will be composed of a Material Control and Commissary Building, a Modular Buildings Compound, and a 208-space surface parking lot. The Material Control and Commissary Building will include logistics spaces, loading docks, and storage systems. The Modular Buildings Compound will be built on new foundations and include ADA-compliant access, HVAC systems, and full utility fit-outs office, fully outfitted restrooms, locker rooms, and conference areas. The parking lot will be equipped with site lighting, drainage systems, security features, and access control systems to serve Amtrak personnel and operational vehicles.
The joint venture will also be responsible for extensive sitework including roadways, grading,
utility services, and signal and communications infrastructure in coordination with Amtrak. This comprehensive project aims to enhance Amtrak’s operational capabilities by delivering purpose-built infrastructure for the new Airo trainsets while minimizing disruption to existing services and operations.
Citnalta and Scalamandre have teamed with Dewberry Engineers and RailWorks Transit/L.K. Comstock to complete the upgrades. Mike Murphy will be the Project Executive overseeing the Contract work, the Project Manager will be Steve Solomon from Scalamandre, and Chris Bruno will be the General Superintendent. Individual project managers will be assigned to each project component to ensure the timely and successful completion of each element. The project will begin this summer and will be completed in 2030.
